  • William Downey

    Director Following a forty year utility management career, William Downey currently serves on publicly and privately held corporate boards and provides management consulting services to various organizations.

    From January, 2012 to December, 2014 Downey served as Advisor to Kansas City, Missouri Mayor Sly James on the operations and performance of the Kansas City Water Services Department.

    Downey retired in 2011 as Executive Vice Chairman of Kansas City Power & Light Company and its parent company, Great Plains Energy, Inc. Downey joined the company in 2000 as Executive Vice President. He served as President and CEO of the utility from 2003 to 2008 and then as President and COO of both the utility and holding company following the company's acquisition of Aquila, Inc.

    In that time the company grew to an organization serving nearly one million customers in Missouri and Kansas, including Kansas City, Missouri. The company became nationally recognized for the reliability of its electrical system and consistently ranked in the top ten percent of utility industry companies in customer satisfaction, according to J.D. Powers industry surveys. Downey also assumed leadership responsibility for the company's multi-billion dollar construction program that included the new award winning Iatan Unit 2 power plant.

    During his four decade utility career in Chicago and Kansas City Downey managed a broad range of utility functions, including field operations, customer service, construction, engineering, human resources, public affairs and marketing and business strategy.

    Downey is past Chair of the Kansas City Area Development Council, past Chair of the Greater Kansas City United Way and Campaign Chair. He also has served as director and executive committee member of the Greater Kansas City Chamber of Commerce. In 2011 he was asked by Missouri Governor Jay Nixon to co-chair the advisory committee for his Strategic Initiative for Economic Growth. He is a former executive committee member of the National Association of Manufacturers.

    Downey is a director of Enterprise Financial Services Corporation and Versify Solutions, Inc.

  • Steve Kapsalis

    CEO and Director Stephen T. Kapsalis is President and Chief Executive Officer of Express Group Holdings, LLC. Steve joined Express in April of 2013. Prior to joining Express, Steve served as President and CEO of Vogt Power International, a division of Babcock Power, Inc. He joined Babcock Power in 2009 after founding and serving as President of Capstone Engineering, an engineering firm providing mechanical, electrical, structural and civil engineering solutions and project management services to a broad range of industrial and power customers.

    Prior to founding Capstone, Steve was with AAF International for 12 years, serving as CEO from 2003 to 2007. AAF had revenue of over $500 million and provides ancillary equipment to major gas turbine OEM’s and end-users, air pollution control systems to major international power, steel, and cement producers, and filters and equipment to nuclear power plants, processing facilities, and research laboratories. Additionally, Steve has extensive experience with steel fabrication from earlier in his career as a co-owner and President of Winter Welding and Machine Corporation in the early 90’s, and while at Pullman Power Products in the ‘80s.

    Steve began his career at Bechtel Power Corporation as a field engineer. He holds BS Degree in Civil Engineering Technologies from University of Pittsburgh at Johnstown, PA and a MS Degree in Civil Engineering from the University of Louisville.

    Given Steve’s understanding of Express’ product lines and markets, his extensive engineering and fabrication experience, and a proven ability to drive domestic and international growth and maximize profitability, we are excited to have Steve join the Express team and lead the organization going forward.
